Inform effective humanitarian targeting and response design Background & Rationale Recurring climate shocks and displacement in Beledweyne have increased vulnerability among already fragile communities. Accurate targeting and community engagement mechanisms were required to ensure humanitarian assistance reached the most vulnerable households. This assessment was conducted to establish clear beneficiary selection criteria and inform humanitarian response planning. Scope of Work 1. Conducted household-level vulnerability assessments 2.
