Support integration of livelihoods and resilience components Background & Rationale Recurring shocks and chronic food insecurity underscore the need for a sustainable and productive safety net in Somalia. Existing assistance mechanisms require stronger institutional foundations and livelihood linkages. This diagnostic study assessed the feasibility and design options for a Productive Safety Net to support resilience-building and long-term food security. Scope of Work 1. Reviewed existing safety net and food assistance programs 2. Conducted institutional and system capacity assessments 3. Analyzed targeting, delivery, and financing mechanisms 4. Conducted stakeholder consultations and KIIs 5. Developed diagnostic findings and design recommendations Methodology & Approach A mixed-methods diagnostic approach was applied, combining document review, Key Informant Interviews (KIIs), and system analysis. The methodology focused on feasibility, scalability, and alignment with national social protection and food security frameworks. Key Outputs & Deliverables 1.
