Assess the relevance, effectiveness, efficiency, impact, and sustainability of the program 2. Measure changes in school attendance, learning environment, and nutrition outcomes 3. Examine livelihood benefits for local farmers and women-led suppliers 4. Provide practical recommendations to inform future school feeding interventions Background & Rationale The Fish-for-Nutrition Project (FNP) was implemented to enhance food security and nutritional status by leveraging local fisheries in Kismayo. In a region where malnutrition and food insecurity are prevalent, improving the efficiency of the fish value chain is a strategic necessity. Tropical Consult was commissioned to conduct a final evaluation to measure the project's nutritional and infrastructure impacts. This assessment was crucial for determining how effectively the project addressed fish losses, catch rates, and market demand while improving community access to nutritious food sources. Scope of Work Tropical Consult delivered the following services: 1. Assessment of fish losses, catch, and demand patterns. 2.Application of OECD/DAC criteria to measure relevance, effectiveness, efficiency, impact, and sustainability. 3.Preparation of comprehensive endline evaluation reports. 4.Organization and facilitation of validation workshops with project stakeholders. Methodology & Approach Tropical Consult applied a rigorous evaluation framework: OECD/DAC Criteria: Utilized global standards to evaluate project performance and impact. Value Chain Analysis: Specifically focused on the dynamics of fishermen and fish traders to assess economic and nutritional flow. Stakeholder Validation: Ensured findings were accurate and locally owned by facilitating workshops with community and project stakeholders. Infrastructure Impact Assessment: Evaluated how project-supported infrastructure influenced fish handling and nutrition outcomes.
