Evaluation Objectives The survey sought to: 1. Assess the baseline impacts of drought on climate-affected communities. 2. Establish reliable baseline data points for future impact measurement. 3. Engage vulnerable populations to understand their specific needs and priorities. 4. Provide evidence-based insights to inform the planning of drought response projects. Background & Rationale The Hiran Region has been severely impacted by recurrent droughts, necessitating evidence-based humanitarian interventions. To ensure that drought response efforts were grounded in accurate data, Tropical Consult was commissioned to conduct a baseline survey. This study was essential to establish the pre-intervention status of affected populations and create a framework for measuring the eventual impact of humanitarian aid. Scope of Work Tropical Consult managed the following activities: 1. Partnered with implementing organizations to align survey parameters. 2.Conducted comprehensive baseline studies across the Hiran Region. 3.Engaged directly with vulnerable populations to gather primary data. 4.Delivered evidence-based insights and data sets for project planning. Methodology & Approach A data-driven and collaborative approach was applied: 1. Evidence-Based Studies: Conducted comprehensive baseline research to map the humanitarian landscape. 2. Stakeholder Partnership: Worked in tandem with implementing organizations to ensure the survey met donor and project requirements. 3. Vulnerability-Focused Engagement: Targeted data collection specifically toward the most vulnerable and climate-affected households. 4. Impact Framework Design: Established the metrics necessary for comparing pre-project and post-project outcomes. Key Outputs & Deliverables Baseline Survey Report: A detailed document 1. outlining the current status of drought-affected communities in Hiran. 2. Evidence-Based Planning Insights: Strategic data provided to the client to guide project design. 3. Vulnerable Population Data: Specific findings related to the needs of the most at-risk groups.
