Evaluation Objectives The evaluation sought to: 1. Assess the impact of climate change on drought-affected communities in Hiran. 2. Evaluate the efficiency and effectiveness of the aid distribution process. 3. Address accountability requirements and institutional learning for humanitarian response. 4. Provide evidence-based recommendations for future project implementation. Background & Rationale The Hiran region of Somalia has faced significant challenges due to cyclical droughts and the escalating impacts of climate change. In response to these humanitarian crises, Danish Emergency Relief implemented drought response interventions to support vulnerable populations. To ensure the effectiveness of these interventions and maintain high standards of accountability, Tropical Consult was engaged to conduct Post-Distribution Monitoring (PDM). This process was essential for understanding the immediate impacts of the aid and identifying areas for improvement in future humanitarian responses. Scope of Work Tropical Consult delivered a full monitoring package, including: 1. Collaboration with implementing partners to align monitoring objectives. 2. Conducting vulnerability assessments of the targeted populations. 3. Performing comprehensive field monitoring and data collection. 4. Analyzing the distribution outcomes and climate-related challenges. 5. Formulating strategic recommendations for the client and partners. Methodology & Approach Tropical Consult applied a structured, community-focused methodology: 1. Field-Based Monitoring: Direct engagement with climate-affected households to assess aid utilization. 2. Vulnerability Analysis: Re-evaluating beneficiary selection and community needs in the context of ongoing drought. 3. Stakeholder Collaboration: Working closely with implementing organizations to ensure transparent data sharing. 4. Impact Assessment: Measuring the relief provided against the specific shocks and stresses faced by the community. Key Outputs & Deliverables 1.
