Support evidence-based governance improvements Background & Rationale Effective public service delivery depends on strong institutional systems, clear mandates, and adequate capacity. Fragmented processes and resource constraints can limit program effectiveness and accountability. This assessment was conducted to identify institutional strengths and gaps to inform targeted capacity strengthening and governance reform. Scope of Work 1. Reviewed institutional frameworks and operational procedures 2. Conducted Key Informant Interviews (KIIs) with officials and partners 3. Assessed human resources, systems, and coordination mechanisms 4. Developed capacity gap analysis and recommendations 5.
