Baseline Survey – Response to Droughts in Hiran Region – Somalia   

Tropical Consult has undertaken several activities to address the humanitarian crisis caused by the drought in Somalia. In the first phase, they prepared an inception report that outlined the work plan and methodology for assessing the impact of the drought. This report provided a framework for the subsequent activities conducted by the organization. In the second phase, Tropical Consult conducted a rapid assessment and data collection exercise in the Hiran region of Hirshabelle state, which has been severely affected by the drought. The purpose of this assessment was to gather information on the specific needs and challenges faced by the communities in the region. They collected data on food security, water availability, livestock conditions, and the overall well-being of the affected population. Following the data collection, Tropical Consult conducted a thorough analysis to understand the severity of the situation and identify the most urgent needs of the drought-affected communities. Based on the findings, they prepared a detailed report that highlighted the key findings, assessed the impact of the drought, and provided recommendations for appropriate interventions to address the immediate needs of the affected communities. These efforts aimed to provide a clear understanding of the drought’s impact and support the implementation of timely and effective interventions to alleviate the humanitarian needs of the affected population.

Post Distribution Monitoring (PDM) – Response to Drought in Hiran Region

Tropical Consult conducted the first Post Distribution Monitoring (PDM) survey in all six target villages located in the northwest of Beletweyne district. The PDM was conducted after the first round of cash had been disbursed and aimed to collect data on the end-use of cash, gender engagement, gender relations, roles, decision-making, and cash collection modalities. The PDM also gathered information on project accountability, particularly regarding complaints and the handling mechanism. The findings helped establish consumer behavior following the cash injection. For instance, it was found that 90% of the cash injected into the target households was used to procure food, while 5%, 2%, and 3% were spent on non-food items, clearing debt, and sharing among other households, families, and friends, respectively.

Poor Financing – Consultative Workshop on Poor Financing (Focus Group Discussion -FGD & Key Informant Interview -KII)

The activities of revolving fund loans (RFL) have positively contributed to the microbusinesses of the beneficiary groups. Group members access only financial services through their respective groups, and it is hard for them to be financially independent due to their lack of proper identification documentations (National IDs, Birth Certificates, Passports, etc.) demanded by the financial service providers when opening accounts. RFL members demonstrated an improved economic situation, a culture of saving, as well as access to credit through their groups. This translates into the abilities of families to send their children to schools, increased gender equality at the household and community level, increased income, investing in alternative income generation activities (IGAs), and increased health conditions of RFL associated beneficiaries. Vulnerability Assessment Study in Hiran region, Somalia

The vulnerability assessment was conducted by the Development Action Network (DAN) to support the design of the Beledweyne flood response project. The project aimed to promote the restoration of livelihoods for flood-affected communities in Beledweyne, Hiran region of Somalia. The assessment focused on four villages: Eljaalle A, Eljaalle B, Farmajabaaley, and Mareer Gaagaab, where displaced households had settled. To complete the vulnerability assessment, DAN conducted a situational analysis and administered a household survey to 750 households in the displacement areas. Additionally, 12 focus group discussions involving 60 social workers, community representatives, and local authorities were held. Key informant interviews were conducted with 20 officials from the community, local authorities, and NGO workers. Furthermore, an assessment of four displacement settlements on the outskirts of Beledweyne city was carried out. The Beledweyne floods response project, funded by the Danish Emergency Relief Fund (DERF), was a three-month initiative implemented by DAN in partnership with OFUSS. Its objective was to reduce the risks and impacts of floods in the four villages. The vulnerability study employed a participatory approach to select project beneficiaries, involving local stakeholders and community members. The study analyzed existing data and information on the local context and engaged in consultations with local authorities, community leaders, and stakeholders to identify potential project beneficiaries. Focus group discussions and key informant interviews were conducted to gather insights and experiences of the community regarding floods. Based on the selection criteria, the study produced a list of selected project beneficiaries and developed a plan for their engagement. The report provided program recommendations, which included proposing multiple livelihood pathways for flood-affected communities, such as cash relief assistance, water tracking, hygiene kits for women and girls, and distribution of non-food items. It also emphasized the importance of community awareness to help households plan and prioritize their needs and income. Long-lasting solutions for displaced families through cash transfer programs and other forms of assistance were recommended. Additionally, raising awareness about protection risks, rights, and entitlements was deemed urgent, particularly for the most impacted communities in Beledweyne.
